This review looks at the Ontario Energy Board's current regulatory treatment of natural gas infrastructure & services in terms of cost-effective & predictable treatment of new demands for gas-fired power generation. This report first presents an overview of the current status of gas infrastructure & services in Ontario, including pipeline & storage capacity and gas-fired power plants. It then analyzes three scenarios that assume different levels of future electricity demand and estimate the corresponding new levels of gas-fired power generation required. Gas infrastructure estimates are developed from the scenarios, taking into account such factors as the mix of gas-fired generation, generator location, utilization rates, and available pipeline capacity. The views of power generators are also summarized regarding their needs for flexible service offerings to manage the risks of demand & price volatility. This is followed by an analysis of key issues brought forth by stakeholders in the second phase of the review, with a focus on the appropriateness of the Board's current process for determining cost recovery and the method of cost recovery for the additional facilities from gas customers. Finally, conclusions of the Board are offered regarding new tariffed rates for gas-fired generators and other issues that would enhance the flexibility of the natural gas network.
